The Commonwealth Youth Programme Regional Centre for Africa (CYP RCA) is seeking to recruit a highly self-motivated, enthusiastic and innovative young man or woman between the ages of 15 – 29, to fill the position of RAPPORTEUR. Applicants should be citizens of Commonwealth member countries in the Africa Region.

WORK HOURS: 3-4 hours a day

STIPEND: $500 per month

BACKGROUND:

The role of young people in Governance and development

The Commonwealth Plan of Action for Youth Empowerment (PAYE, 2007 - 2015) expresses the view that “Youth empowerment is based on the belief that young people are themselves the best resource for promoting their development, and that they must be both architects and agents in meeting the challenges and solving the problems faced in today’s world in the new millennium.”

The Commonwealth Youth programme Regional Center for Africa and the Commonwealth of Learning have collaborated to support the development of a Governance (social) network site with focus on the role of young people in peace building . This networking site intends to provide opportunity for young men and women in the Africa region to contribute to community and national development.

MAJOR DUTIES AND RESPONSIBILITIES:

Incumbent is responsible for:

1. Identifying and engaging potential contributors to fully engage in this community by raising awareness through existing blogs and networking sites already used by youth; and through face to face discussions.

2. Ensuring participation from those youth with no internet access, identifying key individuals who can act as interlocutors to conduct 2-way communications with these youth verbally, so that some of their issues and concerns are reflected;

3. Establishing and facilitating discussion groups through the site/forum, TIG, google groups, WikiEducator and other tools to engage all participants across and identify themes of interest;

4. Identifying, survey and engage potential new contributors to fully engage in the community, including developing both technical and programmatic skills (e.g., email, wiki and facilitation skills) as needed;

5. Identifying key individuals through discussions, who can take a lead in this work, ensuring that marginalized youth are represented;

6. Facilitating discussions with youth to identify, explore and expand theme areas;

7. Facilitating discussions on existing activities, materials and processes in the identified theme areas as well as explore the strengths and gaps (could involve inviting guest presenters);

8. Exploring attributes of communities from an Appreciative Inquiry perspective, encouraging fuller, deeper discussion for future direction;

9. Developing a direction with a general plan of action that reflects discussions with youth including vulnerable as well as at-risk groups;

10. Submitting monthly progress reports including resolutions on thematic discussions.

Deliverables

1. Action Plan Developed after Orientation

2. Identification of interested and committed individuals and organizations;

3. Identification of interlocutors;

4. Venues established for discussions including the Networking Site itself, google, facebook, WikiEducator and other platforms;

5. Identification of key youth with roles and responsibilities to take a lead in this work;

6. At least 4 themes successfully discussed and resolved;

7. Presentation of Comprehensive discussion report and resolutions.

8. Map plotting forward activities, developed;

REQUIRED QUALIFICATIONS

1. Knowledge in youth development with interest in promoting young peoples participation in peace building

2. IT knowledge

3. Previous experience coordinating a social networking site will be an added advantage

TERMS AND CONDITIONS

The successful candidate will be expected to start work on 1st march 2009. The appointment is for six (6) months with possibility of an additional six (6) months extension.
