The Commonwealth Youth Programme since its inception is focused on youth empowerment and entrepreneurship among young people through various interventions undertaken directly with the member governments. It has a flagship programme for sustainable livelihood called Commonwealth Youth Credit Initiative (CYCI) which is a package of micro-credit, enterprise training and business mentorship targeted at the young people with the potential for self-employment.

- The Commonwealth Youth Programme (CYP) is the largest decentralized intergovernmental organisation solely committed to youth development set up by the Commonwealth Heads of Government in 1973. It operates in four regional Centres in Africa (Zambia), Asia (India), Caribbean (Guyana), South Pacific (Solomon Island), and the Pan-Commonwealth Office in London.

- The Commonwealth Youth Programme (CYP) is an intergovernmental development agency that works to empower young people or youths realize that youth issues in development are more relevant to the Commonwealth than to many others and are more urgent than ever. Thus, CYP RCA supported Duncan Vanniekerk, a Youth Leader to the Volunteer and Service Enquiry Southern Africa (VOSESA) conference on Volunteering on the 17th -19th October 2011 in Johannesburg. This is in line with the Plan of Action for Youth Empowerment (PAYE) which places much emphasis on volunteerism.

Commonwealth Youth Programme (CYP) works to engage and empower young people to enhance their contribution to development. CYP advocates for effective participation of young women and men in the development process and for social transformation and CYP values their full engagement at all levels of decision making.
